After resuming from PC standby, the fans are set to 100%

Fans are back at 100% because BIOS reinitializes the hardware monitoring chip. If you properly configure SpeedFan to automatically control fan speeds, SpeedFan will take fan speeds back where needed in a few seconds (or minutes).
