Summary0000382: Can not initiate shutdown command from SpeedFan
DescriptionOn 32-bit Windows XP SP2 it works like a charm, but on 64-bit Windows there seems to be some kind of a new security feature that prevents launching the shutdown command from within SpeedFan program or any batch file started by SpeedFan.

Try psshutdown.exe by Microsoft PsTools at:
http://www.microsoft.com/technet/sysinternals/utilities/PsTools.mspx

This works perfectly to me on Windows XP x64 Pro system. WinXP x64 systems are based on Win2k3 kernel, I think that is the problem since the kernel of Win2k3 is more secure than Win XP (32bit) and PsTools seems to not have this security block.
