DescriptionI have a MSI 865PE Neo2-PLS Mobo with an Intel Celeron D 2.66ghz processor and a Vantec Aeroflow TMD CPU fan. If I attempt to adjust the speed of the Vantec fan past 85%, the fan will stop completely.

You should try a different fan, but this can happen and depends on the circuitry on the motherboard and on the fan response to a lowerered voltage.
