Summary0001899: 5 fans present on IT8728F, while only 3 speeds visible of which only 2 controllable
DescriptionSpeedFan shows and correctly reports rpm of all 5 fans sockets available on my mobo. However, I only have 3 speeds. 01 and 02 work fine but I can't control speed03 (labeled as power fan on the mobo). Is it a hardware limitation?

The number of available PWMs is often lower than available reported fan speeds.
It's by hardware design.

Your motherboard is very similar to mine. I described its quirks in this report:
