I have solved this issue probably. The cause is the drivers for Intel® Rapid Storage from Dell site. I just have deleted this drivers from my computer and now program SpeedFan starts correctly.

Yes, the issue is in that driver. The latest beta should identify its presence and avoid doing some offending calls.
