I got exactly same issue : No voltage and no fans detected My motherboard is a Quanta 30 DA Perhaps it's due to this : "Address $49 appears to be WRITE ONLY... Address $4C appears to be WRITE ONLY... I have a Flextronics DPK66S, it is Xeon 5000X based board also with PC87427. Can get good readings with IPMIUtil.
